I wouldn't think Kuwait, or any Islamic country for that matter, is much of a Mecca (pardon the pun) for transsexuals.
I think it's the whole 'drawing and quartering' of homosexuals Sharīʿah law stipulates that might have something to do with it. Can't be certain though...
